Best Value Stocks
The best value stocks trade at low price-to-sales ratios while generating strong return on equity — the hallmark of a profitable business the market has underpriced. This combination filters out both expensive growth stories and cheap-but-deteriorating businesses, focusing on companies with genuine fundamental value.

About This List
Value investing identifies companies trading below their intrinsic worth — businesses where the current stock price underestimates the company's ability to generate future earnings and cash flows. The classic framework from Benjamin Graham and Warren Buffett looks for low valuation multiples combined with quality business characteristics: durable competitive advantages, consistent profitability, and strong balance sheets.
This list uses a composite of price-to-sales (P/S < 4), return on equity (ROE > 10%), and positive net margins. The ROE filter is critical: it separates cheap profitable businesses from cheap struggling businesses. A company with P/S of 1 and ROE of 25% is a genuinely undervalued quality business. A company with P/S of 1 and ROE of 3% is cheap for a reason.
Value investing requires patience. Markets can remain irrational longer than expected, and a stock can stay undervalued for years before catalysts emerge that cause the price to converge with fundamental value. The catalyst checklist: insider buying, share buybacks, improving margins, activist investors, or an upcoming earnings report that could reset market expectations.
The biggest risk is the "value trap" — a company that appears cheap because its business is structurally declining. Before adding any name from this list to a watchlist, verify that revenue growth is stable or positive, that the industry isn't being disrupted, and that management's capital allocation history is shareholder-friendly.
Frequently Asked Questions
- What makes a stock a "value stock"?
- A value stock trades at a low multiple to its revenue, earnings, or book value — suggesting the market is underpricing the business relative to its fundamental output. Classic metrics: P/S < 3, P/E < 15, P/B < 2.
- How is this list filtered?
- Stocks must have P/S below 4, ROE above 10%, and positive net margins. This targets profitable businesses trading at reasonable prices, not just cheap stocks.
- What is the difference between value stocks and undervalued stocks?
- All value stocks are potentially undervalued, but "undervalued" is a more extreme designation (P/S < 2). Value stocks include a broader range of quality businesses trading at reasonable multiples across all market caps.
- How often is this list updated?
